Datadog measures your host count every hour (~730 hours/month). At month-end, they throw out the top 1% of hours (~7 hours) and bill you based on the highest remaining hour. So a brief autoscaling spike under 7 hours is forgiven, but anything longer sets your bill for the entire month.
